Give you an example. You went long, and you sent a sl further down. What happens when your sl is hit? you sell to the broker, and the broker buys from you. Thus your sl forms exit liquidity to the broker if they decide to short and push the price down, ie. your sl becomes their tp. TP, which is a limit order, is not so interesting to a broker.
