PS: One can't buy / sell Gold using this data for long / short term, unless you are getting streaming data every moment.

I think there is some confusion about on your part, the article says this:

"Meanwhile, the Ukrainian parliament in Kiev has formally approved the partial mobilisation of 40,000 reservists, in response to what it called the "war-time situation".

reservists are not the same as actively serving military personnel
therefore I would not read too much into this little fact... not yet anyway
remember that Russia and Ukraine just signed a one week peace treaty yesterday,
I dont think Ukraine would want to put that in jeopardy already!

Mobilizing reservist is an extremely important development (albeit moot because they won't actually go to war). Mobilizing or calling on reservists means you not only need the active army involved, but also the 'stand-by army'. Mobilizing the reserves is usually the most important final step before a conflict, and is seen as a big threat to the other side.
