There was never a free passage, murika have never acted benevolent by building 750 military bases in all strategic choke-points - the intention and reality paint a stark picture - first, any country deemed none cooperative to the murkan demands have its ships seized, bombed or outright denied access - contradicting international law, second these military bases are always to the detriment of local population and regional population, they also operate outside local laws, access is often afforded due to murikan instigated coupes or straight up invasions and plunder.
