Historical Involvement in Crackdowns

1999 Student Protests: As commander of the Islamic Revolutionary Guard Corps (IRGC) Air Force, Qalibaf was one of 24 commanders who signed an infamous letter to then-President Mohammad Khatami, threatening a military coup if the protests were not suppressed. He later admitted in a leaked audio recording to personally beating students with batons during these demonstrations.

2003 Student Uprising: While serving as Iran's police chief, Qalibaf reportedly ordered the use of live ammunition against protesters.
