There is a chance that Iran govt has been planning a response to US/Israeli escalation for a long time. Knowing the US will target military/political leadership (and nuclear program scientists), what can they do? Adopt a cell based structure of command and control.

Given the contradictory news reports this seems to be the case.

My best guess is US are trying to balkanise Iran, divide and conquer. But, if Iran have been planning for this, they may think they are in a position to humiliate the US.

Looking at they underlying stratigic positioning (pretty limited), Iran appears to be in a strong position.
