Because what they do is just talk talk talk. Since the begining of the year they all talk and say same words. But they don't do anything. So market lose trust and do not believe them anymore. Till the market see a real rate hike JPY will continue to depreciate more and more

True, but I think they are stalling on purposes because they have interest in keeping a low yen value. since majority of Japan economies is based around exporting goods.

I'm not suprised, remember, not every macro data define the currency movement, currency movement is defined by buy/sell strategy of market makers that's why you didn't get Yen moving up. Major strategy is to keep usd/yen in current trading channel to to make breakout as it's not yet planned to happend by banks.
