If oil goes to 200$,most of European population will look for bicycles and buses,not electric vehicles. What energy resources we will be able to get will go to industry,agriculture and heating homes during winter.
Electric vehicles are too expensive for most people,with oil at 200$ people will simply be too poor for buying Teslas and other 'self-immolating' junk.

War always speeds up Research and Development at a furious pace. This will further increase the push for non fossil fuels, renewables and nuclear (and even fusion power plants) are on the way. Electric mobility will doom petrol and diesel. The pace of change will ramp up dramatically now that most of Europe has found itself in a dire power predicament.
