Maybe the EU remember that they already spent two years making an agreement with the former PM and the UK politicians rejected it three times so they know that its a futile effort.
Even with a hard Brexit there will have to be negotiations afterward to do trade deals anyway, manufacturing is not going to stop completely on both sides, it will eventually work itself out, may take time but not going to be the end of the world.

Why should the EU negotiate? They have the British Parliament in their pocket.

The EU don't believe that Boris can get 'no deal' approved in UK. Obvious thing to do in their position is take a hard line and let the UK remainers help them get everything their own way.
