I think Ic markets open 2 minutes late than normal markets and hence candle calculation shift compared to normal openings at exactly on HH:00. Try gold by OANDA or others on TV. You will see that m15 candles are different.

good luck out there, today is the day for retail, im not interest in this day, not even a bit, price have been reached its target fibo, and also reach strong buy W1 level, looking is best option here, possible range from 980-078 for last 2 days of this week. Patience time!
