Trump needs his pet S&P riding high so that when he's going for re-election he will say look at the stock market riding high, that is Americans getting richer blah blah blah. The key markets are almost 15% than the previous all time highs when there wasn't a looming recession and there wasn't a trade war so it's basically levitating on speculation. The Fed are also playing Trump's game both parties will be responsible if it collapses with no ammo left to juice it back up again they've fired all of their ammo

I always confused with the word "rollback"
It means going back to a certain point in the past.

So in this case, China want the tarriff to be rollback to when it never exist ?
Simply put, China want US to remove all tarrif in phase one

Is my understanding correct ?
