However the biggest reason why FED could cut rates (IMO) is the slow down in the global economy which gives additional strength to the US dollar. This will make it increasingly difficult for USA to trade on equal basis with its partners.

Nice to have such consistency from within the administration!!!! Who do you listen to? Well, I have been saying all along the Fed should just tune out this administration and stay focused on the numbers.

They need strong dollar because of huge debt, and weak because of economy slow down.

Strong dollar is important for buying power in regards to debt issues for the treasury. This is contrary to the stance of the FED, and more importantly he does not make FED policy.
