The sanctions are supposed to hurt the ordinary people who most likely hate the government anyway. USA in its finite wisdom thinks if they hurt the ordinary folks, they will rise up and topple the Iranian government. It will never happen. People will just die of poverty and lack of medicine while the mullas and their armies will get everything they desire from the black market.
