The European countries did not transfer production of military equipment to Ukraine. That cannot be said about Iran, which did, with its Russian facilities, which are producing Shahed drones to aid in Russia's war as we speak.
Ukraine risks almost nothing if they decide to target and destroy Iranian factories located in Russia, Iranian ships, etc., but Russia risks everything if they decide to target a European country, let alone a NATO member like Poland or Lithuania.

Of course, Russia could begin doing this, and perhaps will do so in the fall, which would hasten the decision to self-destruct. The Russian president should have thought better of it when he started the war against Ukraine.
