Andy Burnham has said that he will use "any flexibility" in the government's fiscal rules in a move that could allow him to borrow billions of pounds to invest in infrastructure.
Experts have said that Burnham could raise an extra £16 billion for infrastructure after a change in the definition of public debt in the rules.
The National Wealth Fund and other financial institutions are able to make loans or buy stakes in companies without affecting the public debt target.
Burnham said: "I've said we'll stick to the fiscal rules and by that I mean the existing fiscal rules and use obviously any flexibility within them.
"But we will stick to the existing rules and I've made that very clear in Downing Street. So none of this is about taking risks with the economy. I've never done that in any role that I've had."

Iran confirms received proposals from mediators, says diplomatic channel still active Iran has received proposals from mediators, Foreign Ministry spokesman Esmaeil Baghaei said on Monday, amid continued tit-for-tat strikes between Iran and the United States. Baghaei made the remarks at a weekly press conference in Tehran without giving details, when asked whether he could confirm reports about new proposals by Qatar for the revival of U.S.-Iran negotiations and a 10-day ceasefire. Baghaei stressed that Iran's diplomatic apparatus remains active alongside its military responses to U.S. attacks, while condemning recent U.S. strikes against civilian infrastructure, including bridges and medical centers, as violating "people's rights to life, security and human dignity."
