Realistically, yes, they sometimes are.

The white House press office directs the "cabinet secretaries" (appointees of Trump, so employees vs. elected officials) in their messaging. Sometimes people go off script, but then risk being slapped on the hand (or asked to resign). Effectively, they are simply mouthpieces for the administration. It has been that way forever, but seemingly moreso in this administration.
