Rubio says Hormuz will open one way or another as Iran talks grind on language
US Secretary of State Marco Rubio confirmed on Monday evening that talks between American and Iranian representatives took place in Qatar during the day, but framed the discussions as a technical exercise in drafting rather than a negotiation nearing resolution. The language of an initial framework document remains the sticking point, he said, and working through it could take a few more days. The characterisation matters.
