There is no historical precedence for this - so not sure about the always part.

Its the first time in human history that one nation have this grip on the world, in terms of economics.

You need a bit of history. The strong rules over the weak. It has been this way from the inception of time. Wherever you call home today, men fought, bled, and died to keep that place as theirs.

The US does not need to be given authority. They have power and that automatically translates to authority if you can beat your enemies to submission.

Enrichment is enshrined in international law through NPT - enrichment makes nuclear power plants 100% self sufficient through domestically produced fuel cycles, providing autonomy and sovereignty - its pointless to run Nuclear power plants if you need to import low grade uranium periodically, also risky.

What if sanctions are re-imposed again?
