IT means the original plan "Japan's Budget Surplus Plan" to have surplus in 2026 is delayed .
Instead of
2026 surplus/deficit xxx amount.
2027 surplus/deficit xxx amount.
2028 surplus/deficit xxx amount.

She try to average out over a couple of years. To hide the deficit in the first couple of years and hopefully a miraculous super surplus in the last year.
Then say 2026-28 trade surplus xxx amount
