The long-standing practice in Japan has been to strengthen the welfare system to alleviate high prices for citizens rather than raise rates. So yes, it works, if you buy off a natural political move with tax money which redistribute to population. It´s not the easier way, but more popular in their country.

The BOJ and other commentators seem irrational, focused only on driving the JPY downward. So far, no concrete action has been taken; it’s all just talk.

that's where their government dont get it. sure you may use the welfare system to alleviate the price hike but it's at best just providing it to cover for the basic essentials. it's just financial engineering to keep their humans like hamsters to keep the wheel running but people want a better quality of life. when your currency is too weak, people will hold back on spending beyond the bare essentials or to spend on luxury like traveling.
