US: A shutdown seems increasingly likely but is far from inevitable
It’s that time of year again: There is a tug-of-war in Washington over the budget and we have been reading warnings of a government shutdown for weeks. The Democrats and Republicans will ultimately reach an agreement, but, as one writer observed, “The only question is what chaos will ensue before that happens.
