New xo is not designed to be out on a chart it's just used by the xo optimiser like the TLE for EAs just needs to be in indicator folder for xo optimiser to work

The XO setting optimizer works on OPEN on second bar , otherwise it would "repaint" entry signals. First bar would falsely indicate better results because it would seem like it could see into the future on how a bar can close - hope this makes sense

One thing i have noticed is difference depending on whether 4 or 5 digit or (maybe 6 digit broker) broker - try 80 or 8000 in the XO settings to see if this corrects it?
