It's quite simple, either accept a Norway type of a deal or get out without a deal. Nothing in between. I think EU will let them know soon how it is. After that it will get very interesting.

And you don't have any of those issues on local governments? You need to remember that EU is still a relatively new solution and everyone admits that there are things that need to be improved. EU is not a failure but Europe without EU would be.

Providing a false number is a lie, an economic forecast is not a lie. The UK economy isn't doing that great anyway compared for example to other G7 countries. Like you said, you are still in EU.
