More like he is taking reversals, while short bellow 20 and long above 80 are more like continuation entries i'm no expert but I would say a TDI trader can trade both cenarios focusing more on PA signals than oscilators signals

I would use Stochastics for that, and get only the signals where the price already had a good move to one side before change to other side my chart for example, look at the yellowbox, no arrows, as the price did not move enought before changing side ...
