the starting capital would depend on where you plan on registering the company and which regulator will regulate the entity. offshore can be very little and within the US you would need at least 50 to 100M to be comfortable for a year or two.

spreads IMO generally arent calculated by anything other than bids and offers, however, i know banks have algos in place that help them figure out what kind of spread is acceptable based on lots of different factors biggest being VAR

Not sure about futures but you can trade, forwards and swaps on Currenex. yes the fees are quite high on the futures side...
