Me neither I don't think you can trade using mt4 with any of those. Dukas have their own platform and you can use their API too, same goes for IB.

Which Is The Best Broker For a Money Manager?

I'm personally going for Dukascopy (with them, you need to document that you are profitable in order to manage accounts) & Interactive Brokers with around the same amount. As a retail trader, I doubt there are many (much) better alternatives.
