Even if ECB cut rates well below zero, the euro will not drop. More than likely, it will further strengthen the currency. As for the USD, it's becoming more and more worthless as time goes by.

I don't think Putin can move the Euro. It's probably Draghi and Merkel themselves that's maintaining the Euro's strength. They may say the Euro is a little overvalued, but in reality they want their currency to be worth 3 x more than the USD.
