You are mistaking the filling of orders and the building of positions. Every order is filled but banks often enter very smoothly into positions over several weeks and sometimes even months. Really Order flow is not something you can dismiss as bs ...

Yes, that is the right conclusion. In these cases the best course of action is to wait out the initial wave of emotion and get into positions after the market has made some decisions
