It depends on the broker but 99% the broker will close your position. If it is on interbank (ecn) it will stay open.

I'd say most people know that already. The point is it is unacceptable for servers to be down. Requotes and slippage is fine but "crashed" servers is just plain absurd.

Strength is the most dependable indicator for overbought/oversold. I have backtested this automatically on MT4 and it yields superb results on cable at least.
