Yep but most offshore brokers are bucket shops that will scam you with their trade execution. I'd rather use a good broker with solid leverage (less margin needed) and take the risk of broker insolvency

For timing, divergences in the cumulative delta can be useful It's no holy grail and will give you also false signals on it's own, but used in combination with good levels and correlations, it can be a great tool for timing.
