I don't get it...the link talks about the equity markets dropping and another recession. Wouldn't that raise the value of the US Dollar, similar to what happened in '08? I thought the equity markets run inverse of the USD.

Scaling in is different from averaging down. Scaling in = adding to winning position. Average down = adding to losing position...aka dollar-cost averaging.
