BEOB — IMO if it's a bearish outside bar then the open doesn't matter that much, the upper wick can engulf the previous bars. The close however is important. From my experience outside bars need to have strong closes in the direction you want ...

Not that this means anything at all but the PA on silver today has got my spidey senses tingling for some bullish moves on gold and silver. Short term charts, ascending triangles, moves in the futures contracts all look good for a breakout above ...
