I think that with the negative deposit rates ECB lost credibility with commercial banks. Banks didn't seriously think to be hit by ECB in this way. Net positions of non commercials are also on the short side. This could well be a major downtrend ...

I would say the cost of storing money is manageable but they also have an incentive to lend which is what matters to ECB.
