The 3 candles/bars can mean 1 candle/bar to another trader or not even a bar/candle for a trader who doesn't use a time based chart. Price can still be traded efficiently on those 3 candles.

The imbalance you see on price bar or candle is an assumption and not conclusive. You still need volume to conclude that indeed there is an imbalance.
