I believe the "Delay Hours" variable was left blank so that people could choose the delay that they wanted. However, most people (including myself) have been using 6 so maybe Khaled decided to make 6 hours the preset delay.

No, I think it has to do with chart data not being updated until time frame is switched. This is why I constantly update my time frames, at least a few times a day. This has also happened to me in the past as well.
