Windows 8.1 and Windows 7.1 don't come equipped with "Server Manager". You need to run Windows Server 2008 R2. I advise you to follow the tutorial from beginning so you have the same tools and software as used in the tutorial.

bobha asked me in a PM: What is an instance on Amazon AWS? Amazon AWS is a "cloud" with a lot of "computers" in it. So you can rent these computers (running windows or linux). Every computer is called an instance. Hope that answers your question!
