Whats going to happen if US fed decides to cut rates? Will there be a spike up or down? What if it stays the same?

The fed cut rates. I thought when the fed cut rates EUR/USD will spike up but instead it spiked down. Could someone explain? I've made a post and asked what will happen if fed cut rates and people said there will be a spike up.
