I think a single deal cannot be a factor for a long term CAD strenghtening. It could cause one strong movement but not a long trend.

Current situation looks strange for me: oil plunged to the lowest level since November 15 while Canadian climbed to the highest level since October 19. Can anybody explain this unusual market movements?

It's a little bit strange and unusual movement of USD/CAD is observed today as oil plunged dramatically, though CAD was strenghtening at the same time.

If a central bank wants to keep limits for currency movements it can do so succesfully. You can see DKK versus EUR or HKD vs USD, for both cases upper and lower bounds are defended well. Everything depends on CB.
