When he says count the spaces and fractals he's referring to the ZigZag length.

When determining the ZZ length you check the size (in pips) of each bar and follow the classification given in this post. Which basically says "5 pips equals 1 bar for ZZ length purposes".

What you use is completely up to you. For example I personally use: 0 = no fractal 1 = up bar/fractal 2 = down bar/fractal 3 = end of up ZZ / beginning of down ZZ 4 = end of down ZZ / beginning of up ZZ
