    Colombian pop star Shakira on Monday reached a settlement with prosecutors to avoid a trial in Barcelona over charges she failed to pay 14.5 million euros ($15.7 million) in Spanish income tax between 2012 and 2014. As part of the deal, she accepted the charges and a fine of 50% of the amount owed, more than 7.3 million euros. She also accepted another fine of 438,000 euros to avoid a three-year prison sentence, the judge said during the trial's first hearing. It is a new way for governments/cities bringing in money, using judges etc.

Sometime they lure in a big company, and let them do whatever they want for a couple of years giving the impression of ’free hands’ in the market, only to later use that against them suing them for billions.

So it do relate to economy, cause politics/institutions have become a very large part of it, if not the biggest.
That they made a deal with less consequences is only not to scare off future business and letting her become a martyr.
A famous person becoming a martyr with large public support may be detrimental for this kind of business. Thus they let her off the hook easier.
